When editing a work order, the location associated is the key factor that allows or denies a user to edit a work order. This is a user permission that even Admins are required to follow!
Work Order Details:
If the logged in user is a Work Order Management Admin, or a Work Order Management Sub-Admin with permissions to manage work orders but not restricted to specific service categories, then that user will be able to edit any work orders in any statuses, if that work order location is one that the user has been given access to within their user permissions (Settings>Basic>Users>Location Permissions).
If a logged in user is a Sub-Admin that has permissions to manage work orders, but is restricted to their assigned service categories, they should be able to edit any work orders in any statuses based on the locations and service categories they've been given access to within their user permissions.
If a logged in user is not a Sub-Admin or an Admin, they will be able to edit the work order as long as the work order is in the NEW (not assigned) status. Once the work order is assigned, then a simple user will no longer be able to edit the work order.
